Cooperation of the Baltic Sea States

Cooperation between the Countries of the Baltic Sea Region

Regional cooperation plays a crucial role in seeking for active and comprehensive cooperation in cultural heritage protection. In promoting cooperation between the Countries of the Baltic Sea Region, the activities of the Baltic Region Heritage Committee and its specialized working groups are of particular significance.

 

The Baltic Region Heritage Committee – BRHC (the former Monitoring Group on cultural heritage in the Baltic Sea States) is an organization of cultural heritage experts that was established in 1998. The aim of the organization is to develop regional cooperation in cultural heritage protection, to share knowledge and experience, to formulate priority directions of cooperation, to initiate and support specific regional proposals and initiatives.

 

The members of the BRHC - the representatives of the national cultural heritage organizations of the countries of the Council of the Baltic Sea States. The participating countries: Denmark, Estonia, Latvia, Lithuania, Poland, Norway, Finland, Sweden, Germany. The Russian Federation currently has no active members.

 

There are 3 specialized working groups operating in the composition of the BRHC: 

 

The Underwater Cultural Heritage Working Group addresses relevant problems of the protection, research and management of underwater heritage (sunken ships, harbours and remnants of coastal settlements), conducts common projects and raises the awareness of the society about underwater archaeology. By joint effort, the Code of Good Practice for the Management of the Underwater Cultural Heritage in the Baltic Sea Region, http://mg.kpd.lt/LT/7/Underwater-Heritage.htm, was prepared.

 

The Working Group on Coastal Culture and Maritime Heritageidentifies the impact of industrial and recreational development of cities and towns on and risks of such development to maritime and coastal heritage, raises the awareness of the society as well as initiates and implements concrete cooperation projects.

 

The 20th Century Cultural Heritage Working Group explores the 20th century architectural heritage and the legacy of the Soviet heritage, assesses social and economic significance of this heritage to the society as well as deals with relevant problems of heritage preservation.

 

Representatives delegated by the Department of Cultural Heritage actively participate in the activities of the BRHC and its specialised working groups.

 

The country that chairs the BRHC, which is selected on a rotating basis for a period of one year, coordinates the activities of the BRHC and of the specialized working groups. In the framework of Lithuania`s presidency of the Council of the Baltic Sea States, the Department of Cultural Heritage will chair the BRHC from July 2020 till July 2021.

 

From 2003, the BRHC organises regional cultural heritage forums. The last forum took place in September 2016 in Kiel, Germany (the topic of the forum - From Post-war to Postmodern). The next forum will take place in 2020 in Oslo, Norway.
